(AP) ? House Republicans won a historic political fight to hold Attorney General Eric Holder in contempt of Congress, but the GOP probably is still a long way from obtaining documents it wants in an investigation of a bungled Justice Department gun-tracking operation.

There are two routes to enforcing the contempt citations approved by the House on Thursday, a criminal prosecution and a civil lawsuit, although the White House on Friday virtually shut down the criminal path. The civil route through the courts would not be resolved anytime soon.

White House spokesman Jay Carney said Justice Department going back to the administration of President Ronald Reagan has not pursued prosecutions in contempt cases involving assertions of executive privilege.

President Barack Obama invoked a broad form of the privilege to prevent sending department documents to the House Oversight and Government Reform Committee. The chairman, Rep. Darrell Issa, R-Calif., is leading the effort to get the material related to Operation Fast and Furious.

"This is pure politics," Carney said.

"Remarkably the chairman of the committee involved here has asserted that he has no evidence that the attorney general knew of Operation Fast and Furious or did anything but take the right action when he learned of it.

"No evidence, so if you have no evidence as he has stated now about the White House and the attorney general, what else could this be but politics?"

More than 100 Democrats walked out of the House chamber to boycott the first of two contempt votes, saying Republicans were more interested in shameful election-year politics than documents.

Republicans demanded the documents for an ongoing investigation, but their arguments focused more on the need for closure for the family of slain Border Patrol agent Brian Terry. Two guns from the gun-tracking operation were found near his body after a shootout in Arizona.

Democrats promised closure as well, but said a less-partisan Republican investigation was the only way to get it.

Adding to the emotion of the day, the family of the slain agent issued a statement backing the Republicans.

"The Terry family takes no pleasure in the contempt vote against Attorney General Eric Holder. Such a vote should not have been necessary. The Justice Department should have released the documents related to Fast and Furious months ago," the statement said.

It all happened on the day that President Barack Obama's health care law survived in the Supreme Court, prompting some Democrats to speculate that the votes were scheduled to be overwhelmed by news stories about the ruling.

About five hours after the court ruled, with news sites flooded with information about the health care ruling, the House voted 255-67 to declare Holder in criminal contempt.

The matter goes to the U.S. attorney for the District of Columbia, who works under Holder.

A second vote of 258-95 held Holder in civil contempt and authorized the House to file a lawsuit.

In past cases, courts have been reluctant to settle disputes between the executive and legislative branches of government.

The issue became more complicated when Obama invoked a broad form of executive privilege, a legal position that is designed to keep private certain communications of executive branch agencies.

Issa's committee will consult with the House counsel's office about a court challenge to the administration's decision not to cooperate, spokesman Frederick Hill said.

The documents were written after Fast and Furious was shut down. The subpoena covered a 10-month period from February 2011, when the Justice Department denied that guns purchased in the U.S. were allowed to "walk" across the border into Mexico, to early December 2011 when the department acknowledged the earlier assertion was in error.

Republicans said the contempt citations were necessary because Holder refused to hand over documents that could explain why the Obama administration took 10 months to come clean about gun-walking. The operation identified more than 2,000 illicitly purchased weapons. Some 1,400 of them have yet to be recovered in the failed strategy to track the weapons to gun-running rings.

WASHINGTON (Reuters) - The Supreme Court on Thursday struck down a federal law that makes it a crime to lie about receiving a military medal, ruling it violated constitutional free-speech rights.

By a 6-3 vote, in a case about how far the government may go to prosecute false claims about military honors, the high court handed a setback to the Obama administration over the "Stolen Valor Act" that Congress adopted in 2006.

"The nation well knows that one of the costs of the First Amendment is that it protects the speech we detest as well as the speech we embrace," Justice Anthony Kennedy wrote in the court's main opinion, speaking for himself and three other justices.

While statements by a California man falsely claiming he had received the congressional Medal of Honor were "contemptible," Kennedy said the right to make those statements was protected by the constitutional guarantee of free speech and expression.

The ruling rejected the administration's argument that the military medal law was constitutional and that the government has a strong interest in protecting the integrity of awards to war heroes.

Opponents said the law swept too broadly, suppressed speech and covered innocent bragging, satire and even false statements that cause no harm such as those at issue in the case by a serial liar who held local political office in California.

The military medal law targeted people who falsely claimed, verbally or in writing, that they had received such an award. Violators could have faced up to six months in prison, or up to one year for elite awards, including the Medal of Honor.

The ruling was a victory for Xavier Alvarez, who was elected to a California water board in Pomona and at a 2007 board meeting had introduced himself as a retired Marine who won the country's highest military decoration.

Alvarez never received Medal of Honor and never served in the military. The FBI got a recording of the meeting and Alvarez became one of the first people prosecuted under the law.

He pleaded guilty and was sentenced to pay a $5,000 fine and perform more than 400 hours of community service at a veterans' hospital.

UPHOLDS U.S. APPEALS COURT

Alvarez then challenged the law on free-speech grounds and a U.S. appeals court ruled in his favor.

U.S. appeals court judges who struck down the law said that if lying about a medal can be classified a crime, so can lying about one's age or finances on Facebook or falsely telling one's mother one does not smoke, drink, speed or have sex.

The Supreme Court upheld the appeals court's decision.

Justice Samuel Alito, in a dissent joined by Justices Antonin Scalia and Clarence Thomas, wrote that the law was narrow and adopted to address an important problem.

"Congress was entitled to conclude that falsely claiming to have won the Medal of Honor is qualitatively different from even the most prestigious civilian awards and that the misappropriation of that honor warrants criminal sanction," he said.

Only 45 cases have been brought by federal prosecutors in the first five years the medal law has been in effect, an attorney for Alvarez has said.

A number of veterans groups and 20 states supported the government in the case, while the American Civil Liberties Union and a wide-range of free-speech advocacy groups backed Alvarez in his challenge to the law.

Legislation already has been introduced in the U.S. House of Representatives to amend the law to make it a crime to lie about military medals only if there was intent to profit.

Moderate exercise tied to lower breast cancer risk

NEW YORK (Reuters Health) - Women who exercise moderately may be less likely than their inactive peers to develop breast cancer after menopause, a study published Monday suggests.

Researchers found that of more than 3,000 women with and without breast cancer, those who'd exercised during their childbearing years were less likely to develop the cancer after menopause.

The same was true when women took up exercise after menopause.

And it did not take a vigorous workout; regular exercise at any intensity level was linked to a lower breast cancer risk, the researchers say.

The findings, reported in the journal Cancer, add to a number of past studies tying regular exercise to lower breast cancer odds.

But like those past studies, this latest one can only point to a correlation: It does not prove that exercise, itself, is what cut women's breast cancer risk.

Still, there are reasons to believe it can, said lead researcher Lauren McCullough, of the University of North Carolina, Chapel Hill.

One possible way is indirectly, by reducing body fat, McCullough said in an interview. Excess body fat is related to higher levels of certain hormones, including estrogen, as well as substances known as growth factors, which can feed tumor development.

But exercise might also have direct effects, McCullough said -- by boosting the immune system or the body's ability to clear cell-damaging "free radicals."

That is all speculation for now.

But, McCullough said, the findings do support the general health recommendation that adults stay active throughout their lives.

"What we can say is, exercise is good for you," she told Reuters Health. "We don't know what it's going to do for any one woman."

DIFFERENCE SEEN AFTER MENOPAUSE

The study included 1,500 Long Island women with breast cancer and 1,550 cancer-free women the same age. All were interviewed about their lifetime exercise habits and other lifestyle factors, like smoking and drinking.

The researchers found a connection between exercise and breast cancer risk only among women who'd already gone through menopause.

Those who'd exercised for 10 to 19 hours a week in their "reproductive years" -- the years between having their first child and going through menopause -- were one-third less likely to have breast cancer than women who'd been sedentary during that time.

Women who'd started exercising after menopause also had a lower risk. If they averaged 9 to 17 hours a week, they were 30 percent less likely to have breast cancer than their inactive peers.

Of course, women who exercise can be different from sedentary women in many ways. So McCullough's team accounted for differences in education, income, smoking and certain other factors. Exercise was still linked to lower breast cancer risk.

Then the researchers took a closer look at body weight.

They found among relatively lighter women, exercise was linked to lower breast cancer. And for obese women, it may have mitigated the increased breast cancer risk tied to their excess pounds.

The study has a number of limitations. It relied on women's memories of their exercise habits over a lifetime, for one.

And any study like this can only look at broad patterns, McCullough said.

Exercisers as a whole were less likely than sedentary women to develop breast cancer. But no one can say what effect exercise might have on any one woman's risk of breast cancer -- if it does have an effect at all.

In the U.S., the average woman has about a 1-in-8 chance of developing breast cancer in her lifetime, and a 1-in-36 chance of dying from it, according to the American Cancer Society.

For now, McCullough said her findings support what's already recommended for good health. And they suggest that women might benefit even if they start exercising after menopause.

Nicholas Latimer of Alfred A. Knopf confirmed her condition on Tuesday hours after celebrity columnist and friend Liz Smith published what appeared to be a memorial for the writer.

Smith told The Associated Press that she had spoken to Ephron's son Tuesday morning and was told that Ephron was dying. She said when she heard that funeral plans had already been arranged, she published the column on the website Women on the Web.

Latimer did not provide any additional information on Ephron's condition.

The 71-year-old Ephron is best known for writing books like "Heartburn" and "Crazy Salad" and for the movies "When Harry Met Sally," ''Sleepless in Seattle" and most recently "Julie & Julia."

Anderson never loses his core themes - young love, the need to escape, the bind and bluster of family. His "Kingdom" may not be large, but it is perfectly appointed.

Though undeniably smart and charming, "Moonrise Kingdom" loves itself the way the callow Holden Caulfield loves himself: unconditionally. Salinger understood the problem with that. Anderson may not.

The latest unadulterated delight from Wes Anderson, director of "Rushmore," "The Royal Tenenbaums" and "Fantastic Mr. Fox."

The usual complaints and caveats about Anderson - he's precious, his characters have no grounding in the real world - can be made about Moonrise Kingdom, but so what?

Anderson and his actors are able to convey more genuine feeling through these devices than most filmmakers can with more-traditional means.

One knock against some of Anderson's previous efforts is that they're too clever - so clever, in fact, that the humanity gets sucked out of them. That doesn't happen here.

It's funny, it's touching, it's Anderson doing what he does better than he's ever done before.

Wonderfully inventive and entirely immersing.

The great thing about Wes Anderson, other than his fabulously childlike imagination, is his deep attention to the smallest details.

This isn't Wes Anderson's best effort by any stretch. However, any Anderson is better than no Anderson at all.

This film contains some of cinema history's best lightning strikes.

Wes Anderson's films are stylistic carbon copies of each other, merely swapping out storylines and characters. It's like going to a bunch of different restaurants and ordering the exact same meal -- you walk in knowing what you're going to get.

Most of Wes Anderson's previous pictures came from the head; Moonrise Kingdom is one from the heart.

Moonrise Kingdom is a charming reminder of Anderson's particular talent for spinning fantasies about the collective childhood we all wish we had.

As fussy as anything Anderson has ever done, but instead of being overstuffed, as virtually all of his movies have been, for good and ill, [the film] is mostly delicate.

A sometimes precocious but mostly whimsical and artfully fluent evocation of adolescent enthusiasm and adult ennui.

Anderson's latest effort is like an Instagram photo - a nostalgic snapshot that seems to be of different time and place but is really the twee affectation of a world that never existed.

[Anderson] may make it look easy because of how firmly his mannerisms are established at this point, but it takes a real artist to evoke the rocky emotional storms of adolescence and adulthood with such clear eyes and precise voice.

Anderson's films have been described as quirky, eccentric and whimsical. But there is also a genuine charm and heart that is driven by the Anderson's love for his characters, and the love those characters have for one another.

Wes Anderson, at 43, is still grappling with adolescence.

More unbearable Anderson whimsy.

When the storm arrives, it's a doozy, especially as it intensifies a final, thrilling chase sequence.

Only Anderson could find the subtle brilliance in a shirtless, ax-wielding Murray dejectedly declaring "I'm going outside to find a tree to chop down."

Did you think Wes Anderson had no more tricks up his sleeve, that he was just showing us the same thing over and over again, that he couldn't surprise us? Wrong.

More than 3,000 languages are on the verge of extinction, which is about half the total number of languages in the world. Google is bringing in technology to protect them.

The project is an online collaborative effort to protect global linguistic diversity and is backed by a coalition of scholars, researchers and language communities called theAlliancefor Linguistic Diversity.

The disappearance of a language means the loss of valuable scientific and cultural information, comparable to the loss of a species.

According to the Endangered Languages Project, only 50 percent of the languages spoken today will still be around by 2100.

You can know more about a variety of languages ranging from Navajo, which is spoken only by? 120,000 people in the Southwest US, to Aragonese, which is now spoken by less than 10,000 people on the French border ofSpain.

There?s also an interactive map on the website, which shows that nearly every country in the world has lost languages, including 83 inGuatemala, 149 inMyanmar, and 113 inSudan.

Documenting languages that are on the verge of extinction is an important step in preserving cultural diversity, honoring the knowledge of our elders and empowering our youth.

(WMC-TV) - My good friends at the Better Business Bureau and FraudAvengers are begging you. They're pleading with you.

Don't fall for a debit card discount offer on Facebook.

Both watchdog groups?have warned us about?an unsolicited offer on?Facebook pages. The offer:? 20 percent cash back if people link their debit cards to their Facebook pages.

I know, I know. Sounds insane, right?

The problem is there are perfectly sane people out there typing their debit card numbers on their Facebook profiles faster than you can say "identity theft," all for a fake 20 percent cut.

If you follow through, the BBB said you will launch a malware virus on your computer.

"The malware scam is particularly malicious because the fraudulent offers appear to come from trusted friends," said the BBB in its contribution to FraudAvengers.

BBB's and FraudAvengers' tips for avoiding Facebook scams:

  • Never install a game or an application that you?re not entirely sure is legitimate.
  • Be wary of posts from friends that use overtly promotional language.
  • Never click on Facebook posts or install applications that claim they will tell you which of your friends viewed your profile. It?s impossible to find out who is viewing your profile.
  • If you mistakenly install an application on Facebook, click the ?Home? icon in the top right-hand corner of the site, and go to ?Account Settings.? On the right-hand column of the page click on the icon that says ?Apps,? and uninstall the suspect application.

Acer, the world's fourth largest PC maker, has dismissed Microsoft's chances of becoming a rival to Apple by building its own devices and urged its software partner to focus on its new operating system instead.

Microsoft announced on Monday that it would design and sell its own "Surface" tablets to showcase Windows 8 and take on Apple and Google in devices that are capturing more and more of the computing market.

It kept PC makers largely in the dark about its plans, according to sources, marking a radical departure from its previous close collaboration with its hardware partners.

Oliver Ahrens, Acer's senior VP and president for Europe, Middle East and Africa, said Microsoft was trying to copy some of Apple's strategy, but he was doubtful it would succeed.

"I don't think it will be successful because you cannot be a hardware player with two products," he said in an interview, adding that the former darling of the tech sector would also have to adapt its brand to compete with Apple.

"Microsoft is working with two dozen PC vendors worldwide, including the local guys, whereas Apple is alone, it can more or less do what it wants," he said. "Microsoft is a component of a PC system. A very important component but still a component."

He was also worried that Microsoft would shift resources to building a consumer hardware brand and retail operation, and in the process take its eye off the ball in making sure Windows 8 was a success for the PC industry.

"Instead of enhancing the user experience for Win 8 (...) they open a new battlefield," he said.

"I worry that this will lead into a defocus internally for Microsoft, and then we have to suffer because we are working with their products."

OLYMPIC PERFORMANCE

Taiwan-based Acer, which ranked fourth in PC shipments in the first quarter, has had its own problems after failing to adapt to changes in the market including in particular the rise of Apple's iPad last year, but Ahrens said the group was now getting back on track.

He said Windows 8, which does not yet have a launch date, was "extremely important" for Acer, and it would have four or five devices tied in with its launch, including tablets and a high-definition slimline "Ultrabook" notebook.

Ahrens said the new products would be supported by an advertising campaign focused on the user experience rather than the specifications of the machines, which has been the traditional approach of PC makers.

"Acer wants to be more about value than volume," he said, adding that the company needed to do higher end products to lift the status of the whole brand.

Acer, an Olympics sponsor, will also be in the spotlight next month as the PC provider to the London games.

"Everything is run by Acer - the scoring systems, the internal IT," said Acer UK managing director Neil Marshall. "It will demonstrate that we have the commercial ability to deliver this type of project."

Ahrens said the second quarter, which ends in nine days, would see about a 50 percent rise in revenue in the Europe, Middle East and Africa region, as the group continued its recovery from the lows of a year ago.

The region accounted for 37 pct of revenue in the first quarter, according to a company presentation.

"Q3 will be more challenging because it's a transition quarter from Windows 7 to Windows 8," he said.
